Graffiti Removal Plan

In the interest of public cleanliness and public safety, the DDD has enacted a graffiti removal plan to combat graffiti on public and private property.

To combat graffiti on public property, the recently contracted for sidewalk cleaning services include a graffiti removal component. The cleaning ambassadors will identify and remove all graffiti, decals, flyers, paint, posters, and stickers from public surfaces. This includes sidewalk surfaces, light poles, traffic signal and electrical boxes, news box corrals, trash receptacles, planters, phone booths, benches, and art pieces.

  • A “special team” will be deployed throughout the four zones of Downtown.
  • The contractor will compile reports that indicate graffiti removed and graffiti identified as being on private property. The contractor will also provide “before and after” photos. The contractor will be graded on a ratio of graffiti identified versus graffiti removed along with timeliness of removal.
  • The DDD will aggressively enforce ordinances that prohibit the placement of graffiti on public structures/property.
  • The DDD will team with the City’s Department of Sanitation, Department of Public Works, and Operation Clean Team in a fully coordinated effort to abate and even eliminate graffiti from downtown.
  • In this regard, Operation Clean Team has been awarded a contract through the Regional Planning Commission to paint utility poles that have been “tagged” with graffiti.
  • To assist DDD in its graffiti removal program, Block by Block, the DDD's cleaning contractor, will paint various types of public property and Operation Clean Team will follow-up with the placement of “Graffiti Barrier” which is a substance that allows graffiti to be wiped off with a cleaning rag once the graffiti barrier has been allowed to harden.

To combat graffiti on private property, the DDD has instituted a program where private property owners can receive graffiti removal services for a reduced cost. The DDD will cover 50% of the cost of graffiti removal when property owners enroll in the program.
