Troy A. Carter was educated in the Orleans Parish Public School system and matriculated at Xavier University earning a Bachelor of Arts Degree in Political Science and Business Administration. Troy Carter has also studied at Carnegie Mellon’s School of Urban and Public Affairs in Pittsburg, Pennsylvania. Troy Carter is a 2001 graduate of the New Orleans Regional Leadership Institute.

He was awarded a Green Foundation Fellowship to Harvard University’s John F. Kennedy School of Government’s program for Senior Executives in State and Local Government.

In June of 1990, Troy Carter was selected by the American Council of Young Political Leaders (ACYPL) to participate in an economic study tour of China as a National Delegate representing the United States. In July of 2004, Troy Carter was selected by the ACYPL to participate in an economic study of Japan

Troy Carter has enjoyed a distinguished career in appointed and elected local and state government. In 1991, Troy A.Carter became the first African-American to be elected to the Louisiana House of Representatives from the 102nd District of New Orleans.

In 1994, Troy Carter was elected to the New Orleans City Council representing District C, which includes the Historic French Quarter, New Orleans vast riverfront and the New Orleans Westbank – once again- the first African American to be elected to the position.

Troy Carter has served as an Adjunct Instructor of Political Science at Xavier University of Louisiana.

Troy Carter is currently Managing Partner of Policy and Planning Partners, LLC is a strategic management consulting firm providing an array of business services including, but not limited too, governmental affairs, business management, zoning and land use planning. Our clients include Fortune 500 companies as well as emerging small businesses, non- profits, trade associations, colleges, universities, and individuals.

Troy Carter is currently President of Commonwealth Properties, L.L.C., a Commercial and Residential Real Estate Managers Investors/Developers Company, with offices in New Orleans and Raleigh, NC.

Troy Carter is committed to the community and serves on a number of civic and professional associations. He currently serves as a Commissioner of the New Orleans Downtown Development District, World Trade Center board of directors and is a life member of Kappa Alpha Psi Fraternity, Incorporated; a member of the National Forum for Black Public Administrators (NFBPA); former Board Chairman of Boys and Girls Clubs of Southeast Louisiana. He has served as a member of the Board directors of Big Brothers/Big Sisters of Greater New Orleans; Touro Infirmary Foundation; New Orleans Police Athletic League; Total Community Action; Project DARE (Drug Abuse Resistance Education), French Market Corporation, Canal Street Development Corporation, Upper Pontalba Association Rivergate Development corporation, Orleans Parish Levee Board, Sewerage and Water Board, Lighthouse for the Blind, Kiwanis Club; and the Association of Public Works Administrators (APWA). He was elected as delegate to the 2000 Democratic National Convention

Troy Carter is married with two sons.
